Poorly managed rent stabilized building

Pros:
It's in a good neighborhood and the building is rent stabilized.
Cons:
The building is poorly maintained and issues don't get resolved quickly.
Advice to owner:
It takes forever to get apartment issues fixed.

Pros:
Rent is decent. Super is nice.
Cons:
It wasn’t cleaned before I moved in. I hired someone to clean. It was very dirty. And it’s just old and dingy. Pest control is mostly about traps which doesn’t solve the root of the issue.
Pet deposit is way too expensive. I recently did an apartment search and other places either had no pet deposit requirements or just a lot less than this place. The fact that my apartment wasn’t clean before I moved in makes me wonder what that deposit is for. I know the tenant before me had a pet.
Advice to owner:
Clean the apartments and upgrade at least in between tenants
