overcharge on rent according to rent history; allows smoking in public space

Pros:
PROS very clean.
Cons:
The owner of the building refuses to do anything about homeless men wondering around in the building. many people who live here have lived here for many, many years and pay low rents (under 1K/mo). the owners of the buildings really WANT those people to move out so they can charge current rates for the rentals. It is illegal to smoke in public spaces in residential buildings in new york. however, the owners of building allows smoking of whatever the non-tenant is smoking in the halls. this is dangerous because the person can start a fire and burn down the building; because second-hand smoke is a hazard to everyone's health; because the second-hand smoke enters individual apartments and causes health issues; because someone has an oxygen take on the first floor and open flames present a greater danger! police say it is the owner's problem. The owners and managers do nothing. or, at least, this has been going on (and more) since SEPT2021. The heat is so high in the winter, it is hard to breathe. the door on this apartment doesn't fit so the smoke fills the apartment BUT also, dust from outside and whatever else! it's like being in a restaurant kitchen sometimes!
Advice to owner:
my advice is follow new york laws!
