Pros:
Quiet and small building, mostly friendly neighbors
Cons:
No live in super, garbage sits outside for days and is unsightly, building floors go unclean for weeks on end. Pests (roaches and mice) are rampant.
Advice to owner:
Have someone mop floors weekly. Have someone put garbage in large bags over the weekend. Paint apartment doors and lobby. Turn on heat for more than 1 hour at a time. Close holes in walls that allow mice to travel throughout the building.
