Loud neighbors, dirty building

The rent is reasonable and the unit is quite large. Lots of windows
Cons
Building is constantly dirty, neighbors smoke in the hallway all the time, leaving cigarette butts on the floor. The front doors have never been locked (was never even given a building key) so random people hang out in the building all the time. Loud music constantly in courtyard, neighbors yelling. Police activity on several occasions. Walls are very thin, I can hear my neighbors
Advice to the owners
Hold tenants accountable for rules of the building. Have someone come in to clean the building.
