Did not receive security deposit after move

Pros:
Peaceful layout, nice neighbors, quiet. Packages are safe.
Cons:
I did not receive my security deposit after moving out of the apartment and leaving it in good condition. While I didn't have a full infestation, I found single bedbugs a couple times over the course of my several year stay there.
Advice to owner:
Please refresh the morale of this building and how you treat your tenants.

Pros:
inexpensive monthly rent, no stolen packages so far
Cons:
*updated* kitchen and bathroom were poorly executed and unfinished. floors are not level and large appliances need to be bolstered to not tip. Bugs definitely present. Building lobby and halls aren’t routinely cleaned or maintained.
Advice to owner:
Hire better maintenance to update units and maintain building cleanliness
