Fly-by-night management leads to bugs and trash

Pros:
This building is full of kind people and is in a SUPERB location. Lobby and front garden area are nice.
Cons:
The management company only employs a part-time super, so he maintains a full-time job IN ADDITION TO having to maintain 30+ units. As a result the garbage is out of control, there are German roaches and ants, and rats in the alley. The hot water also goes out for hours at a time. Management also claims you have to opt in to the exterminator but many residents have not seen them or gotten a knock when they claim he comes.
Advice to owner:
Pony up the cash for a full time super. It's not fair to pay him with just discounted rent.
