Apartment and area are gorgeous, owners not so much

Pros:
Beautiful and spacious apartment, great area, kept up nicely
Cons:
The neighbors below (related to landlord) listen to Joe Rogan pretty loudly. I’ve also thought and thought over whether to mention this, but there were many occasions I heard one of them scream bloody murder at her kids to the point I wanted to call CPS on her for the young girl. It was no doubt abuse (content, level of voice, etc.) and I felt horrible. The ownership is a little muddy - it’s a woman on the lease, but her brother is the one who manages. This makes it a bit difficult to get repairs done, understand who to contact, etc. When I moved out, they tried to keep my security deposit for repairs that had been done due to a leaking toilet in the middle of the night due to something that was not my fault (no blockage and plumbers stated clearly in front of both me and the landlord that it was due to a worn down “flapper” in the toilet from age). I was sent the security deposit promptly once I contacted the attorney general, but not without vitriolic texts from the manager (brother), which was alarming. So maybe he prepared to fight for your security deposit. The only other thing I’ll mention is that when I moved in and met the landlord, she told me they were glad I was moving in because they are “trying to preserve the neighborhood.” It wasn’t explicit, but I am white and it felt icky.
Advice to owner:
Definitely read up on tenants’ rights, seek some emotional intervention for kids living on the first level, and please do not charge people for repairs necessary due to normal wear and tear (???)
