Building needs some repairs

Pros:
The building has the potential to be better with the necessary repairs and maintenance.
Cons:
New owner is not responsive to issues. In he past 6 months there have been days where is no heat or hot water. He is not consistent with repairs.
Advice to owner:
Listen to your tenants.
