Great apartment, terrible management

I've been telling my landlord about roaches and needing an exterminator since i moved in...a year ago. He ignored me until I got my own exterminator then got mad when I said I was going to deduct the expenses from my rent due to lack of maintenance and responses. He refused to pay, and only gave me a can of roach spray...which didn't work. I pay for my own bait but the problem is the building itself. The hallway also smells but that is mostly due to my neighbor being a hoarder. Overall, I like my apartment but if I need basic maintenance, I don't hear anything from my landlord...until it's time to pay for rent.
Advice to owner:
Take better care of your building. Hazardous violations shouldn't be normal. Do your job.
