Not a slumlord but not caring and attentive either

Pros:
I like the access to express buses between Manhattan and Brooklyn, considering there is no subway in walking distance. The apartment location is almost a two fare zone. But the local community is nice.
Cons:
The heating in the winter is atrocious. You need a space heater in every single room otherwise you can't sleep. It is not even livable and sleeping with space heaters is very nerve wracking and anxiety inducing because of the fear of fires (which always happens every winter in NYC). There is clearly no insulation as the walls are ice cold to the touch. The floor board heating are barely a whisper of lukewarm during the winter. Probably the city minimum is not good enough 68 and 62 degrees is not reasonable when it is extremely cold outside. The apartment below me has a mice infestation for years and that is scary to think about. The hot water in the shower is very inconsistent and can go from a reasonable temperature for use to scaling/dangerously hot all of a sudden. Something is wrong there very seriously. The owners are extremely lax in response and blame the tenant. They take weeks to months to address issues. The owners are by no means slumlords and are not keeping you in squalor but that should not be the measurement. It is really unreasonable for a general apartment. Perhaps caring and attentive to tenants is too much to ask for.
Advice to owner:
Fix the entire heating systems, this is barely livable.
