Clean but loud

Pros:
Well maintained, great light, nice neighbors
Cons:
Can’t open windows in the summer without apartment being filled with noise. Just the location, not really anything to do about it.

Pros:
Many friendly neighbors here over the years. Trash is well kept and maintained. Landlord is responsive to most issues.
Cons:
Unlucky with loud building neighbors sometimes. Floors/ceilings have no insulation. Repeated reports to 311 and the landlord have resulted in apparently no successful negotiation with problematic tenants.
Advice to owner:
Enforce section 38 of the lease as written.
