Negligent management on garbage, rats

Pros:
Light and airy. Backyard. Neighbors are great. Tree-lined street.
Cons:
Can't use the backyard b/c its infested with rats. Rats jump out and scare people on the street when they walk by (We hear the shrieks every night). The problem likely stems from the overflowing garbage/management's inability to buy new trash cans.
Advice to owner:
Deal with rats, buy better trash cans.

Pros:
The neighbors. They are fantastic! There is a shared backyard, so everyone can hang out. During the warmer months, you can always catch your friendly neighbors out grilling or playing in the backyard! The area is ok. Not much around, but enough nonetheless. There is always parking which is a huge plus.
Cons:
The Owners will send workers to just come into your unit. I was working overnights, and I once woke up to workers trying to get into my apartment. Not only did they try to get in through my locked front door (thankfully they were not given the deadbolt key so they couldn't get it fully unlocked), but they tried getting in the door directly in my room. Lucky for me, the doorway within my bedroom was used as a make-shift closet, so they were still unable to get in. Next thing I know, 4 men are looking at me through our skylight!! They had gone up on the roof so they could stare into my apartment to see if I was home. Also, nothing every gets fixed. The Super is a very nice man, but he is not on-site and has other buildings he works with. The skylight in my apartment was leaking water through the light/ceiling fan fixture and it still wasn't looked at before I moved out. My bedroom often leaked water, too. My bedroom light and ceiling fan did not work for a good chunk of months. The building itself isn't in the greatest of shapes.
Advice to owner:
Property repairs would go a long way. And respecting your tenants' space while they are renting from you.
