A positive but mixed experience

Pros:
It's a rent stabilized building, so that alone is enough to get many people to sign on. I also had no pests in the year I lived there which was nice - although I did see some (dead) in the laundry room. The super is really really awesome - very responsive and quick to address any issues that he has control over.
The building is also the only residential building (along with its sister 11-25 46th Rd) on the street and faces Communitea and a school for special needs children, so it's generally very quiet on the street. The location is also great, being right by Court Sq and also Vernon Blvd.
Cons:
At the same time, it's a rent stabilized building - so the management won't really care to keep it updated or nice. Tons of landlord specials - everything is painted over with white, and the electrical setup is terrible (per an electrician friend). The floor in my apt was quite sloped/nearly sunken which I got used to, but the biggest issue I had was that the bath tub was also sunken leading to standing water which is obviously horrible from a bacterial growth/health perspective.

Water pressure is good. Cheap rent for nice and safe neighborhood.
Cons:
We had mice and roaches problem. Heat is weak.

Advice to owner:
Respond to your tenants, clean entry way and properly remodel this building
