Fred Lee subjects his tenants to unsanitary, unsafe conditions

Pros:
Nothing. The landlord is incapable of maintaining a building.
Cons:
The apartment has water leaks throughout. Whenever it rains, you can feel the rain when you sit next to the window, as if you were outside. You can also feel the wind from the outside. The landlord has not fixed the windows, as it is too expensive. He put a bit of plaster around the window, which was washed away by the rain coming in.

As a result of the rain coming in, the ceiling in multiple areas has fallen in. He patches the holes, and does not fix the water leaks that are causing the holes in the first place. I worry that at any time, the entire ceiling will fall in and kill someone.

There is mold throughout the apartment because of all the water damage. Multiple people have gone to the hospital because of the mold. I never never had allergies, I do not have asthma, and yet, I have gone to the hospital multiple times.
Advice to owner:
Stop being a landlord if you are not willing to maintain a building, and expect your tenants to die.
