Landlord doesn’t fix damages

Pros:
Washer and dryer in apartment
Cons:
Water heater pipe burst and landlord didn’t fix the problem. Had withhold rent for that room. Water leaked into the other rooms and damaged property. Got a plumber to fix it finally. Floor is damaged by water and they covered the damage. Will mold eventually.
Advice to owner:
Replace the floor. It’s going to be moldy and that’s a health hazard.
