Affordable Building, but Has Issues

Pros:
Never had any issues with neighbors and the landlord and super were pretty responsive whenever an issue was brought up.
Cons:
Pretty much everything that could have gone wrong with my apartment did. The first issue was the roaches. I must have seen at least 10 in the 2 years I lived there. It was frustrating because they all came from outside my apartment, since there is no regular extermination. The exterminator is only sent out when someone has a problem, which does nothing to prevent infestation. In the winter, the heat was unbearable and the pipes were quite noisy. I had to have the windows open and a fan on and I was still sweating. The floors are also super thin and I heard every step my upstairs neighbor took, so I would only consider an apartment on the top floor of the building.
Advice to owner:
Have regular extermination of the ENTIRE building and fix the heat.
