Dream Apt turned to nightmare

Pros:
Quiet-ish street, fairly close to train, grocery, laundry and restaurants.
Cons:
We have had a bedbug infestation for nearly 10 years, cockroaches are rampant. We were never informed there was a problem before moving in. The main door lock and intercom are frequently broken. The building itself is filthy, the trash area vile. Tenants are LOUD. The landlord frequently loses rent payments, then accuses the tenant of not paying.
Advice to owner:
Clean up this building.

Cons:
Radiators turn on in the morning and are off at night. Warm/hot water rarely.
