First apartment first disappointment

It had a balcony

Landlord does not maintain the building garbage is always pilled up it has a rat infestation and roach landlord refuses to replace any appliances or fix anything in the units. He let the garbage pile up so much that the post office stopped delivering our mail for months until I had to pay out of pocket for my own P.O. Box just so I could receive my mail on time. Instead of hiring an exterminator for the rats he just gives out poison pellets and rat traps I caught 4 rats one night while sitting in my living room alone. he is very cheap and irresponsible only to want his rent on time. If this app would let me post pictures the city would shut his house down in the past Year three different families have lived in the first floor and it’s the same with the third floor and then he wonders why no one ever last more than a couple of months he always accuses his tenants when something goes wrong the electricity in my unit went out in April he did not fix it for a week and my wife and I had just had a newborn he did not answer my phone calls for a week and then when he got someone to come fix it he fought with me that I had to pay the electrician he had hired. I had to ask him to turn on the heat and every time he did he always tried to charge me extra money even though the utilities were all included. He would also shut off the water at the most random times.
Advice to owner:
Stop being so cheap and actually invest the money you make from your tenants back into the properties
