Irresponsible owner, unlicensed broker, illegal bedroom, and pests

Pros:
Good neighbors, near stores
Cons:
The only reason why they don't have violations is due to the reason that they do not open the doors for inspectors. There were constant leaks, rats, cockroaches, weeds growing in the backyard, an illegal bedroom, rented the basement illegally and conducted work on pipes without a permit, owner and niece were rude and never provided immediate help in situations such as leaks (not leaks where it was drops, it was a constant flow to the point where we had to turn of the electricity), and we then realized she hired a broker that didn't have a license and only rents to economically disadvantaged hispanics . She demanded to be paid in cash, no checks and once we asked if we could pay through check and obtain a receipt she began to have issues with us.
Advice to owner:
Learn now hot manage a building before having tenants, stop taking an advantage of the immigrant community
