Ltd heat; often no hot water; no composting

Pros:
Location is great -- close to the subway and the Flushing Meadow park.
Cons:
No heat yet as of Oct. 22, 2022, despite NYC law (see https://www1.nyc.gov/site/hpd/services-and-information/heat-and-hot-water-information.page).
No hot water during the following times: 9/27 (evening), 9/28 (morning and evening), 9/29 (morning), 10/16 (morning).
For whole building, only 3 washers and 3 dryers, with limited hours (7 am to 10 pm), and at least one is frequently broken.
They clearly have a composting bin (I've seen it several times), but they hide it, so tenants cannot deposit compostable waste, and we are prevented from reducing our carbon/methane emissions.
Advice to owner:
Keep tenants warm. Let us compost with the composting bin.
