Insane rat problem, very little response

Pros:
The unit itself has in-unit washer and dryer, nice hardwood floors, and new fixtures and appliances. There was fresh paint and the windows all have screens. There are only three units in the building besides mine.
Cons:
Where do I begin. My unit has a patio but there is such a bad rat problem that it's unusable. The rats keep me up at night because they are chewing on the building and living in the basement. I have been reporting the issue for weeks and nothing of substance has been done. They didn't caulk around the tubs when they installed the bathrooms, so my ceiling leaks every time someone upstairs showers. The buzzer isn't actually connected to anything, so completely non functional, seems to just be there for show, which means packages getting delivered is totally a crapshoot. The mail doesn't get delivered into mailboxes, just sort of put wherever. The knob of the door is an indoor knob so doesn't function the way a building door should. The washing machine only runs on hot.
The super doesn't live in the building so even though he is nice, there's no urgency when it comes to fixing these issues, and the communication between the management and the super seems to be extremely unreliable.
All of this comes with the pricetag of a luxury building, which is absurd.
Advice to owner:
Fumigate the basement and patch the holes in the patio. Charge less for rent.
