Horrible neighbors/ landlord doesn’t help

Pros:
Beautiful home , beautiful neighborhood
Cons:
Was not built to be a multi family unit, cigarette smoker in basement refuses to stop landlord doesn’t do anything about it , the smell reaches through the whole house and all the way to the top floor room, closets it’s disgusting , for the amount of rent asked to be paid here there should be more.
Need anything fixed? Owner Never calls a professional owner always complains it’s “ too expensive “ and things never seem to get done properly or solutions met as a result . Exterminator came and exterminated 3/4 parts of the home and I was left with the overrun of pests to be done by an un professional because the exterminator was “ too expensive “
Walls are thin , neighbors are loud you hear EVERYTHING, even a cough next door . if you were going to divide a home at least make sure it’s insulated correctly and of course smoke
Landlord also rented out garage to motorcyclists that come at all hours of the night , are loud , play loud music and have no respect for the home . Various complaints to the city have been made from other people in the block about the noise yet they remain
Advice to owner:
Get professionals, what you are saving now will cost you in the future down the line.
