Noisy neighbors and area

Pros:
good sunlight, relatively safe area
Cons:
there's a dog barking on the 3rd floor for hours almost everyday that the landlord doesn't do anything about, even though pets aren't allowed. planes flying low directly above the building occasionally and is extremely deafening, sometimes lasting from the hours of 7am-11pm. dead roaches on stairways. horrible noise insulation so you can hear every step and conversation. other neighbors stealing packages occasionally. landlord unresponsive to emails about any complaints. heat sometimes doesn't work and the apartment is freezing.

Cons:
-management can be shady
-elevator breaks down more frequently than preferred
-ROACHES!!!
Advice to owner:
Please bring back the ability to sign up for exterminator.
