Apartment house outdated

Everything is outdated! The landlord is cheap and hasn’t upgraded the property since it was built. He also isn’t cooperative or attentive to his paying tenants needs. He’s done minor work on the house but the house is in need of repairs. The landlord doesn’t take out the trash most times and can be irresponsible when it comes to anything regarding his property. There are squatters that are living in the property as well, whom is the landlords family and he doesn’t charge them for utilities. He puts the responsibility of the utilities on his paying tenants.
