Old building but okay units

Pros:
The unit was relatively well maintained. Super is responsive and helpful
Cons:
The building is old and staircases and hallways are often dirty. The units are cold in the winter as the radiator rarely turns on, even if it is it doesn’t remain running for that long. The walls/floors are quite thin, so you would not only hear your neighbors but also feel the apartment shake when they walk or run.
Advice to owner:
They should check if the radiator are properly working in accordance to local regulations. Mentain the cleanliness of the building
