Quiet, lots of families/elderly

Pros:
The heat/water is great! The laundry situation isn't bad at all- it's a basement laundry room right across the street, you pay using an app called Hercules Pay. The apartment is a really good size for 2 people, or even a family of 3. It's a super quiet area, there's a police precinct nearby, a library, tons of food locations.
Cons:
When you walk in it feels dirty- even when vacuumed and wiped it still feels dirty from stains. The walls have stains on them, the baseboards were dirty, the carpet is dirty and worn in some areas. Even after scrubbing it feels less than clean. It's in a nice area, but it's definitely difficult/time consuming to get anywhere that isn't in Queens. I think to realistically live here you'd really want a car. We also don't have a lot of communication with the landlord, she rarely responds.
Advice to owner:
Better communication, maybe a cleaning crew between tenants.
