Worst Experience In 20 Years of Renting

Pros:
Rent stabilized, garbage handling, maintenance response though effectiveness is hit or miss as we still have a stove that produces carbon monoxide and the repair from the roof leak in the bathroom was a shoddy patch job.
Cons:
We've dealt with the bugs and gotten them under control, may have been the tenants before us. Our biggest complaint comes from the people above us and how management has addressed the situation.

The people above us have built bookcases above our bedroom at 2am (we know because we asked them and they didn't stop when asked or when 311 was called). They've had parties until 4am, flooded our bathroom which luckily we were home when they did or that would have been a disaster, and are overall loud and rude through the day and night with no regard for the people living below them.

Reached out to management who instructed us first to write a letter like it's 1995 with specific date time and so on. Luckily we recorded the incidents on video so we sent the letter with the info. Unfortunately we never heard anything back. Tried to follow up with them, and got sent around to multiple people, leaving voicemails and having our info "taken down and sent to the right people" but still nothing.

Then we decided to try and transfer to a different unit as it was clear that the neighbors didn't care and neither did management but we're not in a good position to move again only a year after being here so maybe a top floor version of the same unit would help for now. We were sent around to a bunch of people again and finally got in contact with someone who showed us a few units and said it was no problem.

At the last minute when we were ready to pull the trigger we were told to email management this time about the issues (first time having an email to contact anyone) so we did and we waited. Nothing. Followed up again and we were told that they already mailed the neighbors a letter in reference to what we reported. Well how in the hell are we supposed to know that? We were never told that up until now and at this point we are mentally exhausted and over the whole thing. Since there are other units available (plenty available mind you, hmm) we would like to transfer. Doesn't seem like that is a big deal, plus it's MORE expensive than our current unit so they would get even more money out of us and we'll be out of your hair.

Now that's no longer an option. And we were basically blamed for the situation and told we needed to sit here and record every noise we heard with specific times for them to I guess send them another letter by carrier pigeon. Btw, I already provided a link in the email to two recordings of two separate issues with date time and 311 reference number. You'd think that would be enough. Plus, the email had the office manager and three other people on it, none of whom responded at all to any of the back and forth. When someone tells you who they are, Believe THEM.

So we're not staying here. After only a year, it's so bad we're ending our lease even though we don't have the money or time to find another place. I would highly suggest if you are thinking of moving here to reconsider. Oh and the pictures in the photos are not the unit that's available or at least it wasn't in our case. Always the same set of pictures posted I noticed which should be very clear in the listing and I often question the legality of that practice. We were told after we had already scheduled the viewing and before we saw the unit (already was a red flag early on), so, set your expectations accordingly. 2/10 wouldn't recommend.
Advice to owner:
Listen to your tenants instead of blaming them and post photos of the actual unit that's available.
