Nice building on the outside but inside garage

Spacious apt Underground indoor parking Balcony Washer and dryer in unit ( but now you have to pay to have it and repair in your own, before it was included) neighborhood is beautiful anything you need is there Pool ( due to covid unable to use last summer they closed)
Cons:
Electric bill was super high , it wasn’t just me but my neighbors as well . We started to suspect it might be tied to building.
Never had nice until 6 months ago the whole building got it . Neighbors found 4 , I found one and evidence of droppings and paper eaten .
People don’t take covid seriously
Advice to owner:
Change appliances nos people’s electric bills are t crazy . People easily spent $300-$400 on coned
