Landlord will keep your security deposit

Pros:
Location is good. Good A/C, super is nice.
Cons:
Landlord knew heater didn't work and let me rent it without fixing it, only to find out when it was cold and then they fixed it. Landlord never put on knob covers. YMCA Armory piles their trash outside the building so you walk out to a smelly huge trash pile. Most importantly, the owner is shady about security deposits, it took us two years an attorney general complaint and small claims court to get our security deposit back. Saw another review on yelp saying the same for them. Landlord was willing to openly and provably lie to the AG when we reported him. Would steer clear. Also when we took over the property the apartment was filthy and we had to pay $400 to get it cleaned. Jacuzzi jets blew black material for months due to lack of cleaning. Rented unit from a distance, it was 1/2 listed square feet when we moved in.
Advice to owner:
Follow the law. Don't wait for 311 complaint to fix things, don't wait for judge to tell you to give back the security deposit.
