Great apartment and locations, not the best neighbors

Pros:
Building is very spacious, located in a good block and close to the train. Landlord is very responsive and building neighbors are nice.
Cons:
Outside neighbors can be loud, there’s constant hangouts out on the street.

Pros:
The apartment itself is cute and it’s close to the train. It has a microwave, the ventilation is decent (window in the kitchen), rooms are decent size.
Cons:
No super and the landlord lives in Senegal. Building is never cleaned or maintained. Landlord is absolutely nuts and will threaten tenants regularly. Did not return our security deposit, no way to take him to small claims because he doesn’t have a US address. Hoarder lives in the basement and subleases on the first floor, they never last more than a month or two. Two of the “subleasers” broke into our apartment and squatted in it because we moved out a month early, they also stole from us and the landlord did nothing, didnt even change the locks. They also routinely did hard drugs and were constantly tweaking in the front stoop. constsnt noise and cigarette smoke .
Advice to owner:
idk what to even say but you owe me money "Momo"!
